The top half of the front of the plaque is decorated with an engraved eagle with wings spread hold in a banner in its talons. In the banner is text. The engraved lines are filled with a black material. The lower half of the plaque has a rectangular brass plate that has a black metal plate on top. There is text on the black plate.
